He leaves out the fact that Tugwell was a great admirer of the Russian experiment, as many progressives liked to call it then.

As bad as the Great Depression was, and as instrumental as Hoover, Roosevelt, and their respective cabinets were in causing it, I can forgive them because they believed that what they were doing might be the best thing for the country. However, I cannot forgive anyone who has followed in their footsteps since, as a plain reading of history clearly shows they did more harm than good.
